Theme: Issues to Remember for UPSC GS
1. Ladakh: Proposed Proposed Article 371(K) Governance Model
Why in News: The Centre has been discussing a proposed constitutional arrangement for Ladakh aimed at providing a directly elected UT-level governing body and greater protection for land, culture and local interests.
• Ladakh became a Union Territory without a legislature after the Jammu & Kashmir Reorganisation Act,
Mains Link: GS-II: Discuss the federal implications of converting a state into a Union Territory and the constitutional questions surrounding restoration of statehood.
2. J&K Assembly Resolution on Restoration of Statehood
Why in News: The Jammu & Kashmir Legislative Assembly on 28 September 2026 passed by voice vote a resolution seeking immediate restoration of full statehood to the Union Territory.
• The resolution was moved by Chief Minister Omar Abdullah and was passed after debate.
• BJP legislators opposed the resolution and walked out before the vote.
• The resolution specifically seeks restoration of full statehood; proposed amendments relating to Articles 370 and 35A were withdrawn before the final vote.
• The issue connects with the constitutional and administrative changes following the Jammu & Kashmir Reorganisation Act, 2019.
• For UPSC, distinguish the political demand for statehood from the separate question of restoration of the pre-2019 constitutional position.

Prelims Focus |
Key Point |
|
Remember |
Jammu & Kashmir is currently a Union Territory with a Legislative Assembly. |
|
Remember |
Article 3 deals with formation/alteration of States and Union Territories, while Parliament has the constitutional role in reorganising territories. |
|
Remember |
The Supreme Court's 2023 Article 370 judgment also discussed restoration of statehood, making the issue relevant to constitutional governance. |
Mains Link: GS-II: Discuss the federal implications of converting a state into a Union Territory and the constitutional questions surrounding restoration of statehood.
3. Madras High Court: Micro/Nano-Plastics Warning Labels
Why in News: On 28 September 2026, the Madras High Court refused FSSAI's review plea against its earlier direction concerning warning labels on packaged drinking water, sugar and salt sold in plastic packaging.
• The earlier order required a prominent warning stating that the product 'may contain micro/nano plastics'.
• The High Court clarified that it had not held that the products automatically become unsafe merely because plastic packaging is used; the purpose of the warning was linked to consumer information.
• FSSAI argued that scientific evidence on health effects of micro- and nano-plastics remains inconclusive and that premature warnings could cause public panic and implementation difficulties.
• FSSAI also pointed to the need for further research and referred to proposed/ongoing work involving ICMR and IIT Madras.
• The case is important for UPSC because it connects precautionary action, scientific uncertainty, food safety regulation, consumer rights and judicial review.

Key Point |
|
Remember |
Microplastics: plastic particles generally smaller than 5 mm. |
|
Remember |
Nanoplastics: still smaller plastic particles, generally discussed at the nanometre scale. |
|
Remember |
Regulatory principle to remember: precautionary approaches may be considered when evidence is evolving, but policy must also account for scientific quality and proportionality. |
Mains Link: GS-II/III: Examine how courts, regulators and scientific institutions should respond when a public-health risk is plausible but the evidence base is still evolving.
4. Front-of-Pack (FoP) Warning Labels: FSSAI under Supreme Court Scrutiny
Why in News: The Supreme Court has been examining the delay and design of front-of-pack nutrition warnings for packaged foods high in added sugar, salt and saturated fat.
• The PIL was filed by 3S And Our Health Society; advocate Rajiv Shankar Dwivedi represents the petitioner.
• The issue is whether consumers should receive simple, interpretive warnings on the front of packages rather than relying mainly on detailed nutrition tables.
• The Court has questioned the proposed phased implementation and the time being taken for finalising the regulatory framework.
• FSSAI's proposed approach has been discussed in the context of the 2024 ICMR-NIN Dietary Guidelines for Indians.
• The policy debate involves public health, childhood nutrition, consumer information, industry compliance and regulatory design.

5. Industrial Production Growth: IIP rises 8% in August 2026
Why in News: MoSPI's August 2026 quick estimates show India's Index of Industrial Production grew 8.0% year-on-year, with manufacturing and electricity as major drivers.
• Overall IIP growth: 8.0% in August 2026, compared with a revised 7.4% in July.
• Manufacturing grew 9.0%; electricity and gas supply grew 12.3%; water supply, sewerage and waste management grew 6.3%.
• Mining and quarrying contracted 5.6% in August, creating a clear sectoral divergence.
• 18 of 23 manufacturing industry groups recorded positive growth.
• Major high-growth manufacturing groups included electrical equipment (30.9%), other transport equipment (25.3%) and motor vehicles, trailers and semi-trailers (25.2%).
• For April–August 2026-27, IIP growth was 6.7%; manufacturing grew 7.4% and electricity/gas 9.5%, while mining contracted 2.0%.
• The new IIP series uses 2022-23 as the base year.

Mains Link: GS-III: Strong manufacturing growth alongside weak mining output shows why headline industrial growth must be read with sectoral composition, base effects and demand indicators.
6. Nepal Flash Floods: Community Resilience & Disaster Management
Why in News: Nepal's 26 August 2026 flash floods affected communities along the Bhote Koshi–Trishuli river corridors and caused major damage to homes, roads, bridges, hydropower and health infrastructure.
• WHO reported that the floods affected parts of Rasuwa, Nuwakot, Dhading, Chitwan, Gorkha and Tanahun.
• The event highlights transboundary and Himalayan disaster risks, with assessments examining a sudden surge into the Bhote Koshi associated with an upstream ice avalanche and temporary damming.
• Flood damage to roads, bridges, water and sanitation systems can create secondary health risks such as diarrhoeal disease and disruption of medical services.
• The disaster-management lesson from the case is the value of early warning, community preparedness, local knowledge, resilient infrastructure and rapid health-system response.
• For UPSC, connect this with GLOF/flash-flood risks, climate vulnerability, mountain ecology and Sendai Framework principles.

7. Indian Coast Guard Averts Maritime Disaster off Odisha
Why in News: The Indian Coast Guard responded to a maritime distress incident involving Belize-flagged MT Seagull 9 off Paradip, Odisha.
• The vessel developed an emergency involving listing/engine failure and flooding, creating a risk of capsizing and pollution.
• The Coast Guard rescued all 23 crew members and took measures to avert a major maritime incident and potential oil/palm-oil spill.
• The incident illustrates India's role in maritime search-and-rescue, pollution response and coastal security.
• Relevant institutions include the Indian Coast Guard, ports, merchant shipping authorities and the National Oil Spill Disaster Contingency Plan framework.

8. Rare-Disease Drugs & India’s Biopharma Opportunity
Why in News: The 2026-27 Union Budget's healthcare measures have renewed attention on rare-disease treatment, advanced therapeutics and India's biopharmaceutical manufacturing capacity.
• Bio Pharma Shakti carries a proposed outlay of ₹10,000 crore over five years to strengthen biologics and biosimilars, research, skills and manufacturing.
• The Budget proposes full basic-customs-duty exemption for 17 life-saving cancer drugs and adds seven rare diseases to the import-duty exemption framework for personal imports of medicines and Food for Special Medical Purposes.
• Rare-disease therapies often face challenges of small patient populations, high R&D costs, limited competition and high treatment costs.
• India's opportunity is to combine affordability and scale with stronger R&D, clinical-trial capacity, regulation, indigenous manufacturing and patient-access mechanisms.
• For UPSC, connect this with the National Policy for Rare Diseases, 2021, orphan drugs, gene therapy, biosimilars and health equity.
