UPSC CURRENT AFFAIRS

28 September 2026 • Prelims + Mains • Consolidated Notes

1. Economy & Digital Payments — Merchant Discount Rate (MDR)

  • MDR (Merchant Discount Rate) is a fee associated with eligible merchant payment transactions. UPI person-to-merchant payments generally do not impose MDR on the customer.
  • MDR should not be confused with a customer payment charge. The two are different concepts and depend on the payment instrument and applicable regulatory framework.
  • The MRP of a product does not change merely because the customer changes the payment mode.
  • QR-based digital payments support financial inclusion and enable low-cost merchant acceptance.

Term

Core Point

MDR

Merchant-side discount/fee associated with eligible payment transactions.

UPI

Instant bank-to-bank digital payment system.

Digital merchant payment mechanism using a scannable code.

2. Sports — Asian Games

  • Ancy Sojan — silver medal in women’s long jump (as recorded in the source notes).
  • Kishore Jena — high jump.
  • Abhay Singh — squash.

3. Geography & Environment — Brahmani River

  • The Brahmani River is an important east-flowing river system of eastern India and is associated with crocodile habitat.

4. Indian Polity — Universal Adult Suffrage

  • Article 326 provides for elections to the Lok Sabha and State Legislative Assemblies on the basis of adult suffrage, subject to constitutional and statutory provisions.
  • Universal adult suffrage promotes political equality and broad participation in representative democracy.
  • The right to vote operates within the constitutional and statutory framework; it should not be treated as an unrestricted Fundamental Right independent of election law.

GS-II Link: Constitution • Representation • Electoral Reforms • Democratic Participation

5. Environment — Energy Transition & COP30

Energy-transition theme: The notes highlight the electrification of final energy demand, with an indicative objective of increasing electricity’s share from just over 20% today to about 35% by 2035. This figure should be treated as a policy/transition target rather than a universal global statistic.

  • COP30 was held in Belém, Brazil, in 2025. A major negotiating issue was whether to establish a roadmap for moving away from fossil fuels.
  • A group of countries, including EU members and other states, supported work towards a fossil-fuel transition roadmap; the final COP30 outcome did not include a dedicated fossil-fuel roadmap.
  • Adaptation finance remained a major issue. The COP30 outcome called for efforts to triple adaptation finance by 2035 within the agreed framework.
  • For UPSC, connect the debate with climate justice, CBDR-RC, adaptation finance, energy security, and just transition.

6. Environment — UN Declaration on Sea-Level Rise

  • On 24 September 2026, the UN General Assembly adopted a political declaration addressing the existential threats posed by sea-level rise.
  • The declaration addresses the interests of small island developing States (SIDS) and low-lying coastal regions and emphasises international cooperation, resilience, and adaptation.
  • A key legal issue is the continuity of maritime zones and statehood despite climate-related sea-level rise.
  • Global mean sea level has been rising rapidly; the UN General Assembly President’s 24 September speech cited about 4.7 mm/year for 2015–2024, compared with 2.1 mm/year during 1993–2002.
  • Pacific states such as Fiji, Tuvalu, and Vanuatu are particularly relevant to UPSC questions on SIDS, maritime zones, climate security, and adaptation.

Prelims Concept: Why Does Sea-Level Rise Matter Legally?

Rising seas can threaten coastlines, habitability, infrastructure, and the practical exercise of maritime rights. The 2026 UN declaration is therefore important for understanding the intersection of UNCLOS, statehood, maritime zones, climate change, and international law.

7. Current Affairs — Indian Standard Time (IST) & Legal Metrology

  • The Legal Metrology (Indian Standard Time) Rules, 2026 were notified on 27 August 2026 and are scheduled to take effect after 180 days, i.e. in late February 2027.
  • The rules establish Indian Standard Time (IST) as the reference for legal, official, and commercial purposes, with specified authorised sources and time-distribution systems.
  • CSIR–National Physical Laboratory (NPL), New Delhi, is India’s national metrology laboratory and plays a central role in maintaining and disseminating the national time standard.
  • The reform is relevant to critical infrastructure, financial systems, telecommunications, digital services, cybersecurity, legal metrology, and traceability.
  • The source notes mention the role of CSIR-NPL leadership. Current NPL records list Prof. (Dr.) Venu Gopal Achanta as Director and Dr. Sumit Kumar Mishra among its scientists.

Why Is Precise Time Important?

  • Financial transactions and banking systems need accurate timestamps.
  • Telecommunications and data networks require synchronised clocks.
  • Critical infrastructure and cybersecurity depend on reliable time synchronisation.
  • A common national time reference improves traceability and legal certainty.

8. Miscellaneous — International & Environment Notes

Oil-rig observation: The handwritten source records an oil rig visible in the distance near Cape Town harbour. For UPSC, the broader relevance is offshore energy infrastructure, marine-pollution risk, coastal economies, and the energy-transition debate. This specific observation should be cross-checked against the original news source before being cited as a current event.
