- Cloud computing: Reliance on foreign cloud infrastructure and management systems raises concerns regarding data sovereignty and cybersecurity.
- Military equipment: Dependence on foreign defence technology can affect strategic autonomy and operational readiness.
- Financial networks: Although India has developed indigenous digital payment systems, international financial networks and foreign technology suppliers remain important.
India’s Indigenous Initiatives
- NavIC: India’s regional satellite navigation system.
- UPI: An indigenous digital payment infrastructure that strengthens domestic control over retail payments.
- Digital India: Promotes digital infrastructure and technology adoption.
- Atmanirbhar Bharat: Encourages domestic manufacturing and technological self-reliance.
Way Forward
- Strengthen indigenous satellite, cloud and navigation capabilities.
- Invest in domestic research, development and manufacturing.
- Build resilient supply chains and diversify critical technology suppliers.
- Improve cybersecurity and protect sensitive data and critical infrastructure.
2. Illness, Stigma and Social Realities in Tamil Literature
Tamil literature has explored illness, caste, gender discrimination and barriers to healthcare. Writer Imayam is noted for combining medical details with social commentary on disease, stigma and human suffering.
Key Themes
- Literature can reveal the social consequences of illness and unequal access to healthcare.
- Caste and gender discrimination can shape people’s experiences of disease, treatment and social support.
- Stigma may isolate patients and discourage people from seeking timely medical care.
- Literary narratives can contribute to public awareness, empathy and discussion of social inequalities.
UPSC Relevance
- Connects literature and culture with social justice and public health.
- Highlights the importance of equitable healthcare and dignity for patients.
- Shows how regional literature can document lived experiences and social realities.
GS PAPER II — POLITY AND GOVERNANCE
3. Ladakh Announces Panchayat Elections; LAHDC-Kargil Dissolved
The Ladakh administration announced panchayat elections for November 21, 2026, and dissolved the Ladakh Autonomous Hill Development Council (LAHDC)-Kargil following the reorganisation of districts.
Constituency Distribution
The administration has notified 100 elected constituencies across eight districts:
- Leh: 22
- Kargil: 21
- Sankoo: 13
- Changthang: 10
- Nubra: 9
- Sham: 9
- Zanskar: 9
- Drass: 7
The administration stated that these constituencies would also form the basis for constituting the LAHDCs in the eight districts.
The developments come amid ongoing discussions between the Union government and Ladakh representatives over demands for statehood and Sixth Schedule protection.
What is LAHDC?
The Ladakh Autonomous Hill Development Council is an autonomous local governance institution intended to facilitate decentralised administration and development in the region.
Challenges
- Balancing regional aspirations with administrative restructuring.
- Protecting tribal identity and traditional land rights.
- Ensuring meaningful local participation in governance.
- Addressing demands for greater political representation.
4. Delhi’s Air Quality Deteriorates to the ‘Poor’ Category
Delhi’s Air Quality Index (AQI) reached 245, placing it in the ‘poor’ category for the first time since July 13, when the AQI stood at 246.
The Commission for Air Quality Management (CAQM) directed States to implement restrictions under the Graded Response Action Plan (GRAP).
Institutional Framework
- CAQM: Coordinates measures to improve air quality in the National Capital Region and adjoining areas.
- CPCB: Monitors air quality and implements pollution-control responsibilities.
- GRAP: A graded mechanism for responding to deteriorating air quality.
- National Clean Air Programme (NCAP): Aims to reduce particulate pollution through coordinated action.
Challenges
- Regional pollution sources extend beyond Delhi.
- Seasonal weather conditions can trap pollutants near the ground.
- Coordination among multiple States and agencies remains essential.
- Public transport, cleaner fuels and industrial emission controls require sustained investment.
Way Forward
Coordinated regional action, stronger enforcement, cleaner transport, industrial emission control and sustained public awareness are important for improving air quality.
GS PAPER III — SCIENCE AND TECHNOLOGY, INTERNAL SECURITY
5. Eight Web Security Keys of eMudhra Leaked
Eight web security keys associated with Bengaluru-based eMudhra were reportedly leaked. The company is described in the report as India’s sole root certificate authority trusted globally. The incident raises concerns about the security of digital certificates used by government websites and online services.
Key Highlights
- Digital certificates help establish the authenticity of websites and secure communications.
- Certificate authorities play an important role in the public key infrastructure (PKI).
- Government websites, including the UIDAI and the Income Tax e-filing portal, use digital certificates or related technology.
- Compromised security keys can potentially undermine trust in digital authentication and secure online communications, depending on the keys affected and their intended use.
Significance
- Highlights the importance of securing digital trust infrastructure.
- Raises concerns about authentication, website integrity and cyber resilience.
- Underlines the need for rapid incident response and transparent risk assessment.
Way Forward
- Investigate the scope and impact of the reported leak.
- Revoke or rotate affected keys and certificates where necessary.
- Strengthen key management, access controls, monitoring and independent security audits.
- Maintain incident-response plans and timely communication with affected organisations.
GS PAPER III — ENVIRONMENT AND ECOLOGY
6. Conservation of Whales Along Gujarat’s Coast
Concerns have been raised about whale strandings along Gujarat’s beaches and the limited public attention given to identifying stranded cetaceans and investigating their deaths.
Key Highlights
- Cetaceans include whales, dolphins and porpoises.
- India’s cetaceans receive protection under wildlife conservation legislation.
- The report notes that cetaceans are protected under Schedule I of the Wildlife (Protection) Act, 1972.
- Stranded whales can provide important information about marine pollution, disease, injuries and ecosystem health.
- Limited public awareness and insufficient reporting can weaken conservation efforts.
Why Are Whales Important?
- Maintain marine food-web balance.
- Support nutrient cycling in marine ecosystems.
- Contribute to ocean biodiversity.
- Serve as indicators of marine ecosystem health.
Major Threats
- Entanglement in fishing gear.
- Ship strikes and underwater noise.
- Marine pollution and plastic ingestion.
- Habitat degradation.
- Climate change and changes in prey availability.
Conservation Priorities
- Improve reporting, identification and scientific investigation of strandings.
- Reduce marine pollution and fishing-gear entanglement.
- Strengthen public awareness and coordination among coastal authorities and researchers.
- Use stranding data to improve understanding of marine ecosystem health.
GS PAPER III — SCIENCE AND TECHNOLOGY
7. Siberian Cave Yields Remains of a Yak-Like Ice Age Mammal
Recently discovered remains from Denisova Cave in Siberia have revealed evidence of a previously unknown large mammal, referred to as the “Yak X” in the report.
The discovery adds to scientific understanding of the diversity of mammals that lived during the Ice Age.
Significance
- Improves understanding of prehistoric biodiversity.
- Helps reconstruct ancient ecosystems and food webs.
- Provides insights into species evolution and extinction.
- Demonstrates the importance of fossil analysis in reconstructing Earth’s history.
UPSC Relevance
